1 When the enemies of Judah and Benjamin heard that the exiles were building a temple for the LORD, the God of Israel, 1 וַיִּשְׁמְעוּ צָרֵי יְהוּדָה וּבִנְיָמִן כִּי־בְנֵי הַגֹּולָה בֹּונִים הֵיכָל לַיהוָה אֱלֹהֵי יִשְׂרָאֵל׃ 2 they came to Zerubbabel and to the heads of the families and said, 'Let us help you build because, like you, we seek your God and have been sacrificing to him since the time of Esarhaddon king of Assyria, who brought us here.' 2 וַיִּגְּשׁוּ אֶל־זְרֻבָּבֶל וְאֶל־רָאשֵׁי הָאָבֹות וַיֹּאמְרוּ לָהֶם נִבְנֶה עִםָּכֶם כִּי כָכֶם נִדְרֹושׁ לֵאלֹהֵיכֶם [כ= וְלֹא] [ק= וְלֹו] אֲנַחְנוּ זֹבְחִים מִימֵי אֵסַר חַדֹּן מֶלֶךְ אַשּׁוּר הַמַּעֲלֶה אֹתָנוּ פֹּה׃ 3 But Zerubbabel, Jeshua and the rest of the heads of the families of Israel answered, 'You have no part with us in building a temple to our God. We alone will build it for the LORD, the God of Israel, as King Cyrus, the king of Persia, commanded us.' 3 וַיֹּאמֶר לָהֶם זְרֻבָּבֶל וְיֵשׁוּעַ וּשְׁאָר רָאשֵׁי הָאָבֹות לְיִשְׂרָאֵל לֹא־לָכֶם וָלָנוּ לִבְנֹות בַּיִת לֵאלֹהֵינוּ כִּי אֲנַחְנוּ יַחַד נִבְנֶה לַיהוָה אֱלֹהֵי יִשְׂרָאֵל כַּאֲשֶׁר צִוָּנוּ הַמֶּלֶךְ כֹּורֶשׁ מֶלֶךְ־פָּרָס׃ 4 Then the peoples around them out to discourage the people of Judah and make them afraid to go on building. 4 וַיְהִי עַם־הָאָרֶץ מְרַפִּים יְדֵי עַם־יְהוּדָה [כ= וּמְבַלַהִים] [ק= וּמְבַהֲלִים] אֹותָם לִבְנֹות׃ 5 They hired counselors to work against them and frustrate their plans during the entire reign of Cyrus king of Persia and down to the reign of Darius king of Persia. 5 וְסֹכְרִים עֲלֵיהֶם יֹועֲצִים לְהָפֵר עֲצָתָם כָּל־יְמֵי כֹּורֶשׁ מֶלֶךְ פָּרַס וְעַד־מַלְכוּת דָּרְיָוֶשׁ מֶלֶךְ־פָּרָס׃ 6 At the beginning of the reign of Xerxes, they lodged an accusation against the people of Judah and Jerusalem. 6 וּבְמַלְכוּת אֲחַשְׁוֵרֹושׁ בִּתְחִלַּת מַלְכוּתֹו כָּתְבוּ שִׂטְנָה עַל־יֹשְׁבֵי יְהוּדָה וִירוּשָׁלִָם׃ ס 7 And in the days of Artaxerxes king of Persia, Bishlam, Mithredath, Tabeel and the rest of his associates wrote a letter to Artaxerxes. The letter was written in Aramaic script and in the Aramaic language. 7 וּבִימֵי אַרְתַּחְשַׁשְׂתָּא כָּתַב בִּשְׁלָם מִתְרְדָת טָבְאֵל וּשְׁאָר [כ= כְּנָוֹתֹו] [ק= כְּנָוֹתָיו] עַל־[כ= אַרְתַּחְשַׁשְׂתָּא] [ק= אַרְתַּחְשַׁשְׂתְּ] מֶלֶךְ פָּרָס וּכְתָב* הַנִּשְׁתְּוָן כָּתוּב אֲרָמִית וּמְתֻרְגָּם אֲרָמִית׃ ף 8 Rehum the commanding officer and Shimshai the secretary wrote a letter against Jerusalem to Artaxerxes the king as follows: 8 רְחוּם בְּעֵל־טְעֵם וְשִׁמְשַׁי סָפְרָא כְּתַבוּ אִגְּרָה חֲדָה עַל־יְרוּשְׁלֶם לְאַרְתַּחְשַׁשְׂתְּא מַלְכָּא כְּנֵמָא׃ 9 Rehum the commanding officer and Shimshai the secretary, together with the rest of their associates-the judges and officials over the men from Tripolis, Persia, Erech and Babylon, the Elamites of Susa, 9 אֱדַיִן רְחוּם בְּעֵל־טְעֵם וְשִׁמְשַׁי סָפְרָא וּשְׁאָר כְּנָוָתְהֹון דִּינָיֵא וַאֲפַרְסַתְכָיֵא טַרְפְּלָיֵא אֲפָרְסָיֵא [כ= אַרְכְּוָי] [ק= אַרְכְּוָיֵא] בָבְלָיֵא שׁוּשַׁנְכָיֵא [כ= דִּהוּא] [ק= דֶּהָיֵא] עֵלְמָיֵא׃ 10 and the other people whom the great and honorable Ashurbanipal deported and settled in the city of Samaria and elsewhere in Trans-Euphrates. 10 וּשְׁאָר אֻמַּיָּא דִּי הַגְלִי אָסְנַפַּר רַבָּא וְיַקִּירָא וְהֹותֵב הִמֹּו בְּקִרְיָה דִּי שָׁמְרָיִן וּשְׁאָר עֲבַר־נַהֲרָה וּכְעֶנֶת׃ 11 (This is a copy of the letter they sent him.) To King Artaxerxes, From your servants, the men of Trans-Euphrates: 11 דְּנָה פַּרְשֶׁגֶן אִגַּרְתָּא דִּי שְׁלַחוּ עֲלֹוהִי עַל־אַרְתַּחְשַׁשְׂתְּא מַלְכָּא [כ= עַבְדָיִךְ] [ק= עַבְדָךְ] אֱנָשׁ עֲבַר־נַהֲרָה וּכְעֶנֶת׃ ף 12 The king should know that the Jews who came up to us from you have gone to Jerusalem and are rebuilding that rebellious and wicked city. They are restoring the walls and repairing the foundations. 12 יְדִיעַ לֶהֱוֵא לְמַלְכָּא דִּי יְהוּדָיֵא דִּי סְלִקוּ מִן־לְוָתָךְ עֲלֶינָא אֲתֹו לִירוּשְׁלֶם קִרְיְתָא מָרָדְתָּא וּבִאישְׁתָּאק בָּנַיִן [כ= וְשׁוּרַי] [ק= וְשׁוּרַיָּא] [כ= אֶשְׁכְלִלוּ] [ק= שַׁכְלִלוּ] וְאֻשַּׁיָּא יַחִיטוּ׃ 13 Furthermore, the king should know that if this city is built and its walls are restored, no more taxes, tribute duty will be paid, and the royal revenues will suffer. 13 כְּעַן יְדִיעַ לֶהֱוֵא לְמַלְכָּא דִּי הֵן קִרְיְתָא דָךְ תִּתְבְּנֵא וְשׁוּרַיָּה יִשְׁתַּכְלְלוּן מִנְדָּה־בְלֹו וַהֲלָךְ לָא יִנְתְּנוּן וְאַפְּתֹם מַלְכִים תְּהַנְזִק׃ 14 Now since we are under obligation to the palace and it is not proper for us to see the king dishonored, we are sending this message to inform the king, 14 כְּעַן כָּל־קֳבֵל דִּי־מְלַח הֵיכְלָא מְלַחְנָא וְעַרְוַת מַלְכָּא לָא אֲרִיךְ־לַנָא* לְמֶחֱזֵא עַל־דְּנָה שְׁלַחְנָא וְהֹודַעְנָא לְמַלְכָּא׃ 15 so that a search may be made in the archives of your predecessors. In these records you will find that this city is a rebellious city, troublesome to kings and provinces, a place of rebellion from ancient times. That is why this city was destroyed. 15 דִּי יְבַקַּר בִּסְפַר־דָּכְרָנַיָּא דִּי אֲבָהָתָךְ וּתְהַשְׁכַּח בִּסְפַר דָּכְרָנַיָּא וְתִנְדַּע דִּי קִרְיְתָא דָךְ קִרְיָא מָרָדָא וּמְהַנְזְקַת מַלְכִין וּמְדִןָן וְאֶשְׁתַּדּוּר עָבְדִין בְּגַוַּהּ מִן־יֹומָת עָלְמָא עַל־דְּנָה קִרְיְתָא דָךְ הָחָרְבַת׃ 16 We inform the king that if this city is built and its walls are restored, you will be left with nothing in Trans-Euphrates. 16 מְהֹודְעִין אֲנַחְנָה לְמַלְכָּא דִּי הֵן קִרְיְתָא דָךְ תִּתְבְּנֵא וְשׁוּרַיָּה יִשְׁתַּכְלְלוּן לָקֳבֵל דְּנָה חֲלָק בַּעֲבַר נַהֲרָא לָא אִיתַי לָךְ׃ ף 17 The king sent this reply: To Rehum the commanding officer, Shimshai the secretary and the rest of their associates living in Samaria and elsewhere in Trans-Euphrates: Greetings. 17 פִּתְגָמָא שְׁלַח מַלְכָּא עַל־רְחוּם בְּעֵל־טְעֵם וְשִׁמְשַׁי סָפְרָא וּשְׁאָר כְּנָוָתְהֹון דִּי יָתְבִין בְּשָׁמְרָיִן וּשְׁאָר עֲבַר־נַהֲרָה שְׁלָם וּכְעֶת׃ ס 18 The letter you sent us has been read and translated in my presence. 18 נִשְׁתְּוָנָא דִּי שְׁלַחְתּוּן עֲלֶינָא מְפָרַשׁ קֱרִי קָדָמָי׃ 19 I issued an order and a search was made, and it was found that this city has a long history of revolt against kings and has been a place of rebellion and sedition. 19 וּמִנִּי שִׂים טְעֵם וּבַקַּרוּ וְהַשְׁכַּחוּ דִּי קִרְיְתָא דָךְ מִן־יֹומָת עָלְמָא עַל־מַלְכִין מִתְנַשְּׂאָה וּמְרַד וְאֶשְׁתַּדּוּר מִתְעֲבֶד־בַּהּ׃ 20 Jerusalem has had powerful kings ruling over the whole of Trans-Euphrates, and taxes, tribute and duty were paid to them. 20 וּמַלְכִין תַּקִּיפִין הֲוֹו עַל־יְרוּשְׁלֶם וְשַׁלִּיטִין בְּכֹל עֲבַר נַהֲרָה וּמִדָּה בְלֹו וַהֲלָךְ מִתְיְהֵב לְהֹון׃ 21 Now issue an order to these men to stop work, so that this city will not be rebuilt until I so order. 21 כְּעַן שִׂימוּ טְּעֵמ* לְבַטָּלָא גֻּבְרַיָּא אִלֵּךְ וְקִרְיְתָא דָךְ לָא תִתְבְּנֵא עַד־מִנִּי טַעְמָא יִתְּשָׂם׃ 22 Be careful not to neglect this matter. Why let this threat grow, to the detriment of the royal interests? 22 וּזְהִירִין הֱוֹו שָׁלוּ לְמֶעְבַּד עַל־דְּנָה לְמָה יִשְׂגֵּא חֲבָלָא לְהַנְזָקַת מַלְכִין׃ ס 23 As soon as the copy of the letter of King Artaxerxes was read to Rehum and Shimshai the secretary and their associates, they went immediately to the Jews in Jerusalem and compelled them by force to stop. 23 אֱדַיִן מִן־דִּי פַּרְשֶׁגֶן נִשְׁתְּוָנָא דִּי [כ= אַרְתַּחְשַׁשְׂתָּא] [ק= אַרְתַּחְשַׁשְׂתְּ] מַלְכָּא קֱרִי קֳדָם־רְחוּם וְשִׁמְשַׁי סָפְרָא וּכְנָוָתְהֹון אֲזַלוּ בִבְהִילוּ לִירוּשְׁלֶמ* עַל־יְהוּדָיֵא וּבַטִּלוּ הִמֹּו בְּאֶדְרָע וְחָיִל׃ ס 24 Thus the work on the house of God in Jerusalem came to a standstill until the second year of the reign of Darius king of Persia. 24 בֵּאדַיִן בְּטֵלַת עֲבִידַת בֵּית־אֱלָהָא דִּי בִּירוּשְׁלֶם וַהֲוָת בָּטְלָא עַד שְׁנַת תַּרְתֵּין לְמַלְכוּת דָּרְיָוֶשׁ מֶלֶךְ־פָּרָס׃ ף [에스라 4장] 새번역 사마리아 사람의 방해 1 유다와 베냐민의 대적은, 사로잡혀 갔다가 돌아온 사람들이 주 이스라엘의 하나님의 성전을 짓고 있다는 말을 듣고서, 2 스룹바벨과 각 가문의 우두머리들에게 와서 말하였다. "앗시리아 왕 에살핫돈이 우리를 여기로 데려왔을 때부터 이제까지, 우리도 당신들과 마찬가지로 당신들의 하나님을 섬기며, 줄곧 제사를 드려 왔으니, 우리도 당신들과 함께 성전을 짓도록 하여 주시오." 3 스룹바벨과 예수아와 그 밖에 이스라엘 각 가문의 우두머리들이 그들에게 대답하였다. "당신들과는 관계가 없는 일이오. 주 우리의 하나님께 성전을 지어 드리는 것은, 우리가 할 일이오. 페르시아 왕 고레스가 우리에게 명령한 대로, 주 이스라엘의 하나님의 성전을 짓는 것은, 오로지 우리가 할 일이오." 4 이 말을 들은 그 땅 백성은 성전 짓는 일을 방해하여, 유다 백성의 사기를 떨어뜨렸다. 5 그들은 고문관들을 매수하면서까지 성전을 짓지 못하게 하였다. 이러한 방해는, 페르시아 왕 고레스가 다스리던 모든 기간뿐만 아니라, 페르시아 왕 다리우스가 통치하던 때까지 이어졌다. 6 아하수에로가 왕위에 오르니, 대적들은 유다 주민과 예루살렘 주민을 고발하는 글을 올렸다. 7 아닥사스다 때에도 비슬람과 미드르닷과 다브엘과 그 밖의 동료 관리들이 페르시아의 아닥사스다 왕에게 글을 올렸다. 그 편지는 아람 글로 적었고 번역이 되었다. 8 르훔 사령관과 심새 서기관은 예루살렘 주민을 고발하는 상소문을 아닥사스다 왕에게 썼다. 9 그 때에 상소를 올린 사람은, 르훔 사령관과 심새 서기관과 동료들과 그 밖에 디나 사람과 아바삿 사람과 다블래 사람과 아바새 사람과 아렉 사람과 바빌로니아 사람과 수산 사람과 데해 사람과 엘람 사람과, 10 귀족 오스납발이 사마리아의 여러 성과 유프라테스 강 서쪽 여러 지방에 이주시킨 민족들이다. 11 다음은 이들이 보낸 상소문의 내용이다."유프라테스 강 서쪽에 있는 신하들이 아닥사스다 임금님께 아룁니다. 12 임금님께서 다스리시는 여러 지방에 흩어져서 살던 유다 사람들이, 우리가 사는 예루살렘으로 와서 자리를 잡고, 범죄와 반역을 일삼던 악한 성읍 예루살렘을 지금 다시 세우고 있습니다. 기초를 다시 다지고, 성벽을 쌓아 올리고 있습니다. 13 이 일을 임금님께 아룁니다. 성벽 쌓는 일이 끝나고 그 성읍이 재건되면, 그들은 세금과 조공과 관세를 바치지 아니할 것이며, 틀림없이, 국고에 손해를 끼칠 것입니다. 14 나라에서 녹을 타먹는 우리로서, 임금님께 불명예스러운 일이 미칠 일을 그냥 보고만 있을 수 없어서, 이렇게 상소문을 올리어서 임금님께 아룁니다. 15 조상이 남기신 기록들을 살펴보시면, 임금님께서도 바로 이 성읍이 반역을 일삼던 곳이었음을 아시게 될 것입니다. 예로부터 이곳에서는 반란이 자주 일어나서, 임금님들을 괴롭히고, 다른 여러 지방에까지 피해를 입혔습니다. 이 성읍을 없애 버린 것은 바로 그러한 반역 때문입니다. 16 이 성읍이 재건되고, 성벽 쌓는 일이 끝나면, 임금님께서는, 유프라테스 강 서쪽 지역을 잃게 되신다는 것을 아뢰는 바입니다." 17 이에 대하여 왕이 내린 회신은 다음과 같다."르훔 사령관과 심새 서기관과 사마리아와 유프라테스 강 서쪽에 사는 경들의 동료들에게, 평안을 빌면서 이 조서를 내린다. 18 경들이 우리에게 보낸 상소문은, 번역이 되어 내 앞에서 낭독되었다. 19 그것을 듣고서 조사해 보니, 과연 그 성읍 사람들은 예로부터 왕실의 권위에 반기를 들어 왔으며, 그 곳이 반란을 일으키는 자들의 소굴이었음이 밝혀졌다. 20 한때는 강한 왕들이 그 곳 예루살렘을 다스리면서, 유프라테스 강 서쪽 지방을 장악하고, 조공과 세금과 관세를 거두기도 하였음이 확인되었다. 21 그러므로 경들은 그들에게 명령을 내려서, 일을 중단시켜라. 다음에 내가 다시 명령을 내릴 때까지, 그들이 성읍을 재건하지 못하도록 하여라. 22 이 일에 착오가 없도록 유의하여, 왕실이 화를 입거나 손해를 보는 일이 없도록 하여라." 23 르훔과 심새 서기관과 동료 관리들은 아닥사스다 왕의 편지를 읽고, 곧 예루살렘으로 올라가서, 유다 사람들이 일을 하지 못하게 무력을 써서 막았다. 24 그래서 예루살렘에 있는 하나님의 성전 공사는 페르시아 왕 다리우스 이년에 이르기까지 중단되었다.
