19:1 하나님께서 여러분에게 주시려고 하는 땅에서, 여러분이 거기 살고 있는 민족들을 몰아내고, 여러분이 그들의 성읍에 정착하여 살게 될 때,
19:2 여러분은 주께서 여러분에게 차지하게 하실 성읍들 가운데 세 성읍을 골라, 도피성으로 따로 정해 놓도록 하십시오.
19:3 주께서 여러분에게 유산으로 주실 땅을 세 구역으로 구분하고, 구역마다 도피성을 정해 놓고 길을 잘 닦아서, 살인을 한 사람은 누구라도 그곳으로 도피할 수 있게 하십시오.
19:4 ○ 본래 원한이 없는데도 실수로 사람을 죽였을 경우에는, 누구든지 그곳으로 도피하여 살 수가 있습니다.
19:5 어떤 사람이 이웃과 함께 나무를 베러 숲에 갔다가 도끼를 휘두르며 나무를 찍던 중, 도끼머리가 우연히 자루에서 빠져나가 그의 이웃을 죽였을 경우, 그 사람은 가까운 도피성으로 피하면 살 수가 있습니다.
19:6 그는 본래 이웃에게 원한이 없었기 때문에 사형을 당할 이유가 없지만, 죽은 자의 친족이 홧김에 그 살인자를 뒤쫓아 가서 그가 도피성에 이르기 전에 그를 붙잡아 쳐 죽일 수 있습니다. 그런 일이 생기지 않도록, 여러분은 도피성을 너무 먼 곳에 두지 않아야 합니다.
19:7 내가 여러분에게 세 성읍을 따로 떨어지게 지정해 두라고 한 것은 이런 이유에서입니다.
19:8 하나님께서 여러분의 조상들에게 맹세하신 대로, 여러분의 영토를 넓혀주시고 조상들에게 약속하신 땅을 모두 여러분에게 주실 때에는, 세 성읍으로는 도피성이 부족하게 될 것입니다.
19:9 내가 오늘 여러분에게 명한 이 모든 계명을 여러분이 잘 지키고, 주를 사랑하여 주께서 가르쳐 주신 길에서 벗어나지 않으면, 여러분은 더 많은 땅을 차지하게 될 것이고, 그렇게 되면 여러분은 본래의 세 도피성에 다시 세 개의 도피성을 더 지정하도록 하십시오.
19:10 그럼으로써 주께서 여러분에게 유산으로 주시는 땅에서 죄 없이 피를 흘리는 일이 없도록 해야 할 것입니다.
19:11 ○ 그러나 어떤 사람이 이웃에게 원한을 품고 기회를 노리고 있던 중, 그에게 달려들어 일부러 쳐 죽인 다음, 도피성들 가운데 한 곳으로 피신했다면,
19:12 그가 사는 마을의 장로들은 사람을 보내어, 도피성에서 그를 붙잡아다가 복수하려는 사람에게 넘겨주어, 그를 죽이게 해야 합니다.
19:13 그런 살인자를 불쌍히 여겨서는 안 됩니다. 무고한 자의 피를 흘리는 죄악이 이스라엘 안에는 없어야 합니다. 그래야 여러분이 평안히 살 수 있을 것입니다.
19:14 ○ 주께서 주시는 땅에서 여러분이 살게 될 때에, 어느 누구든지 자기 땅을 넓히려고 여러분의 조상이 이미 세워놓은 이웃 사이의 경계석을 옮겨서는 안 됩니다.
19:15 ○ 누가 무슨 죄를 저질렀든, 한 사람만의 증언으로는 유죄 판결을 내리지 말아야 합니다. 반드시 두세 사람의 증인이 있어야 유죄로 인정될 수 있습니다.
19:16 다른 사람에게 죄를 덮어씌우려고 거짓으로 증언하는 자가 있을 경우,
19:17 당사자인 두 사람은 주께서 계시는 성소로 나가서, 제사장이나 담당 재판관들에게 판결을 받아야 합니다.
19:18 재판관들은 철저하게 조사한 다음, 누구든 거짓으로 증언을 한 것이 밝혀지게 되면,
19:19 그가 자기 동족에게 입히려고 했던 바로 그 형벌을 그에게 내려야 합니다. 그렇게 함으로써, 여러분들 사이에서 악행을 뿌리 뽑아야 합니다.
19:20 그런 다음에는, 거짓 증인이 처벌된 소식을 온 이스라엘에 알려야 합니다. 그래야 모두들 두려워하여, 그런 악행을 저지르는 사람이 사라지게 될 것입니다.
19:21 여러분은 그런 거짓 증인을 불쌍히 여기면 안 됩니다. 생명은 생명으로, 눈은 눈으로, 이는 이로, 손은 손으로, 발은 발로 응징해야 합니다.

1. When the LORD your God has destroyed the nations whose land he is giving you, and when you have driven them out and settled in their towns and houses, 2. then set aside for yourselves three cities centrally located in the land the LORD your God is giving you to possess. 3. Build roads to them and divide into three parts the land the LORD your God is giving you as an inheritance, so that anyone who kills a man may flee there. 4. This is the rule concerning the man who kills another and flees there to save his life -- one who kills his neighbor unintentionally, without malice aforethought. 5. For instance, a man may go into the forest with his neighbor to cut wood, and as he swings his ax to fell a tree, the head may fly off and hit his neighbor and kill him. That man may flee to one of these cities and save his life. 6. Otherwise, the avenger of blood might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbor without malice aforethought. 7. This is why I command you to set aside for yourselves three cities. 8. If the LORD your God enlarges your territory, as he promised on oath to your forefathers, and gives you the whole land he promised them, 9. because you carefully follow all these laws I command you today -- to love the LORD your God and to walk always in his ways -- then you are to set aside three more cities. 10. Do this so that innocent blood will not be shed in your land, which the LORD your God is giving you as your inheritance, and so that you will not be guilty of bloodshed. 11. But if a man hates his neighbor and lies in wait for him, assaults and kills him, and then flees to one of these cities, 12. the elders of his town shall send for him, bring him back from the city, and hand him over to the avenger of blood to die. 13. Show him no pity. You must purge from Israel the guilt of shedding innocent blood, so that it may go well with you. 14. Do not move your neighbor's boundary stone set up by your predecessors in the inheritance you receive in the land the LORD your God is giving you to possess. 15. One witness is not enough to convict a man accused of any crime or offense he may have committed. A matter must be established by the testimony of two or three witnesses. 16. If a malicious witness takes the stand to accuse a man of a crime, 17. the two men involved in the dispute must stand in the presence of the LORD before the priests and the judges who are in office at the time. 18. The judges must make a thorough investigation, and if the witness proves to be a liar, giving false testimony against his brother, 19. then do to him as he intended to do to his brother. You must purge the evil from among you. 20. The rest of the people will hear of this and be afraid, and never again will such an evil thing be done among you. 21. Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
